Ghana Commits to Importing Fuel from Dangote Refinery as Capacity Expands

Abuja — The Government of Ghana has reaffirmed its commitment to importing petroleum products from the Dangote Petroleum Refinery in Lagos, citing limited domestic refining capacity and the need to secure affordable, high-quality fuel for its citizens.

The pledge was made at the ongoing Nigerian International Energy Summit (NIES) in Abuja, as the 650,000 barrels-per-day Dangote Refinery declared it has enough capacity to meet Nigeria’s domestic demand while supplying the wider African market.

Speaking at the summit, Godwin Kudzo Tameklo, Chief Executive Officer of Ghana’s National Petroleum Authority (NPA), said Ghana’s existing refineries are too small to meet national fuel requirements, making continued imports unavoidable.

“Ghana operates two major refineries and a modular refinery of about 5,000 to 6,000 barrels per day. While that may be sizeable in Ghana, it is insignificant in the Nigerian context,” Tameklo said. “We have always relied on imports—both crude oil and refined products—and Ghana represents a strong offtake market for the Dangote Refinery.”

Strengthening Ghana–Nigeria Energy Ties

Tameklo disclosed that Ghana has already begun extensive engagements with Aliko Dangote to build a strong commercial partnership that will allow Ghana to source refined petroleum products directly from Nigeria.

According to him, the geographical proximity between the two countries makes Nigerian refined products more cost-effective for Ghana, helping to reduce fuel delivery costs and improve supply reliability.

“We are doing everything possible to strengthen this relationship,” he said. “Increased reliance on Nigeria’s refined petroleum products will help lower fuel costs for Ghanaian consumers.”

However, he stressed that the success of such partnerships depends on uniform regulation and macroeconomic stability across Africa, particularly exchange-rate stability.

“If the Ghanaian cedi is stable while the naira is under pressure, the full economic benefits may not reach our people,” Tameklo warned.

Focus on Affordable, Quality Fuel

Tameklo said the NPA’s core mandate is to ensure the availability of affordable and high-quality petroleum products for consumers.

“As regulators, our priority is to ensure that Ghanaians have access to cheaper, affordable, and quality fuel. Partnering with refineries like Dangote, which have committed to high standards, helps us deliver value to our people,” he said.

He also noted that Ghana is willing to provide a ready and reliable market for Nigerian refined products, describing Nigeria as an emerging energy hub for Africa.

Dangote Refinery Ready for Export

Meanwhile, the Group Vice President (Oil and Gas) of the Dangote Group, Devakumar Edwin, said the refinery is well positioned to serve both local and international markets.

“The refinery has an installed capacity of 650,000 barrels per day and is currently operating at about 85 per cent, with steady progress toward full utilisation,” Edwin said.

He disclosed that Nigeria requires only about 50 per cent of the refinery’s output to meet its domestic petrol and diesel demand, leaving significant volumes available for export.

“We produce Premium Motor Spirit (petrol) and Automotive Gas Oil (diesel). Several processing units are already operating above design capacity, showing the strength of the facility,” he added.

Edwin described the development as a major turning point for Nigeria, which for decades relied heavily on imported refined petroleum products.

Army Rescues 26 Kidnap Victims, Foils Jailbreak Attempt in North-West, North-Central

Abuja — Troops of the Nigerian Army have rescued 26 kidnapped victims, thwarted an attempted jailbreak, and recorded multiple operational successes across the North-West and North-Central regions within the last 24 hours.

A credible military source disclosed the developments to the News Agency of Nigeria (NAN) on Thursday, noting that the operations disrupted several terrorist and criminal activities across different theatres.

Rescues Across Three States

In Kaduna State, troops under Operation FANSAN YAMMA rescued seven abducted persons during a fighting patrol in Kajuru Local Government Area on Wednesday.

The source said the troops acted on actionable intelligence regarding the movement of kidnappers along the Anguwan Walaha axis, engaging the criminals in a gun battle. One terrorist was neutralised, while others fled in disarray. Three motorcycles earlier snatched from residents were recovered during the operation.

In Katsina State, troops of 17 Brigade rescued a 15-year-old girl abducted from Gidan Bajini village during a fighting patrol around Pauwa Hill in Kankara Local Government Area.

“The victim was rescued unhurt and is currently in military custody for further action,” the source said.

Similarly, in Sokoto State, troops of CSI Battalion VII rescued 12 hunters and civilians during a patrol at Kadida village in Tangaza Local Government Area.

One injured civilian was evacuated to a medical facility, while troops have continued to dominate the area to deny terrorists freedom of movement.

Jailbreak Attempt Foiled

The military source also revealed that troops foiled an attempted terrorist attack on the Kangiwa Correctional Centre in Arewa Local Government Area.

According to him, the attackers, armed with rifles and riding motorcycles, fled upon sighting the troops after assaulting a correctional officer and setting ablaze a patrol vehicle and a motorcycle within the facility.

Troops recovered assorted rifles and ammunition, pursued the fleeing terrorists toward the Niger Republic border, and reinforced security around the correctional centre to prevent further attacks.

Sustained Operations Continue

The source added that ongoing kinetic and non-kinetic operations across the regions continue to weaken criminal networks, rescue abducted victims, and restore public confidence in affected communities.

Senate Passes Electoral Act Amendment, Rejects Mandatory Electronic Transmission of Results

— Nigeria’s Senate has passed the Electoral Act Amendment Bill 2026, but rejected a proposal to make the electronic transmission of election results mandatory, a decision that has sparked widespread criticism from opposition parties and key political figures ahead of the 2027 general elections.

The bill, passed after a third reading following hours of debate, retained the provision of the Electoral Act 2022, which allows the Independent National Electoral Commission (INEC) to determine how election results are transmitted, rather than mandating real-time electronic upload from polling units to the INEC Result Viewing (IReV) portal.

The rejected amendment sought to compel presiding officers to electronically transmit results immediately after Form EC8A is completed and signed at polling units.

Akpabio: Senate Did Not Remove Electronic Transmission

Senate President Godswill Akpabio dismissed claims that lawmakers had voted against electronic transmission entirely, insisting the chamber merely retained the existing law.

“The Senate did not reject electronic transmission of results. What we did was to retain the electronic transmission provision that existed in the 2022 Act and was applied during the last elections,” Akpabio said, warning against “misleading narratives” circulating on social media.

Key Changes in the Amendment Bill

Beyond the transmission controversy, the Senate approved several other changes:

  • PVC Trading: Lawmakers rejected a proposed 10-year jail term for buying or selling Permanent Voter Cards (PVCs), retaining a two-year imprisonment term while increasing the fine from ₦2 million to ₦5 million.
  • Election Timelines:
    • Notice of election reduced from 360 days to 180 days.
    • Submission of candidates’ lists by political parties shortened from 180 days to 90 days.
  • Voter Accreditation: The Senate replaced smart card readers with the Bimodal Voter Accreditation System (BVAS) but rejected electronically generated voter identification, retaining the Permanent Voter Card as the sole means of voter identification.
  • Legal Provisions: Clause 142 on non-compliance, which would have allowed documentary evidence without oral testimony in election petitions, was removed.

The bill will now proceed to harmonisation with the House of Representatives before being transmitted to President Bola Tinubu for assent.

Opposition, Stakeholders Condemn Decision

The decision triggered strong backlash from political parties and opposition figures.

Former Vice President Atiku Abubakar described the rejection of mandatory real-time electronic transmission as “a deliberate assault on electoral transparency” that favours incumbents.

“Real-time electronic transmission of results is not partisan; it is a democratic safeguard that reduces manipulation and protects the will of the voter,” Atiku said.

The Labour Party (LP) called the move “a shameful betrayal,” arguing it undermines public confidence in elections, while the Peoples Democratic Party (PDP) said the Senate’s action was “harmful to democratic consolidation.”

Former PDP Deputy National Chairman Chief Bode George labelled the decision “shocking,” accusing lawmakers of dragging Nigeria “back into the Stone Age” at a time when democracies globally are embracing technology to enhance election credibility.

INEC: Preparations Ongoing Despite Legal Uncertainty

INEC Chairman Prof. Joash Amupitan said the commission has completed the timetable and schedule of activities for the 2027 elections based on the existing law, while urging lawmakers to fast-track the amendment process.

He also announced plans to sanitize the voters’ register, stressing that “dead men don’t vote,” as INEC prepares for a nationwide voter revalidation exercise to address duplicate, underage, and invalid registrations.

Despite the controversy, INEC says it remains on course with preparations for upcoming elections, including the 2026 FCT Area Council elections, governorship polls in Ekiti and Osun, and several bye-elections.
