Delta Court Halts Police Tinted Glass Permit Enforcement

A Delta State High Court sitting in Orerokpe has issued an interim order stopping the Nigeria Police Force from enforcing its controversial tinted glass permit policy, which was scheduled to take effect on January 2, 2026.

The ruling was delivered on Wednesday, December 17, 2025, by Justice Joe Egwu in a fundamental rights suit instituted by Mr. Israel Joe against the Inspector General of Police, the Nigeria Police Force, and the Delta State Commissioner of Police.

In Suit No. HOR/FHR/M/31/2025, the court granted all the reliefs sought by the applicant, effectively placing the policy on hold pending the determination of the substantive case. Justice Egwu restrained the police from implementing or continuing to implement the tinted glass permit requirement in any form.

The court also barred officers of the Nigeria Police Force from stopping, intimidating, arresting, or extorting motorists and other citizens under the pretext of enforcing the policy.

In his ruling, Justice Egwu held that such actions could amount to violations of constitutionally guaranteed rights, including the rights to dignity of the human person, privacy, freedom of movement, and property ownership.

Additionally, the court restrained the respondents from using the Parkway Projects account—described in the suit as a private account—for the conduct of government business related to the permit scheme.

Mr. Israel Joe was represented by a legal team led by Senior Advocate of Nigeria, Kunle Edun. The Inspector General of Police and the Nigeria Police Force were not represented in court, prompting the judge to grant an application for substituted service through the Commissioner of Police in Asaba.

The interim orders were formally sealed on December 17, 2025. The court has fixed December 24, 2025, for the hearing of the motion on notice, at which point the substantive issues surrounding the tinted glass permit policy will be fully considered.

Operatives of the Economic and Financial Crimes Commission (EFCC), Ibadan Zonal Directorate, have dismantled an alleged fraud ring involved in the possession of a large cache of counterfeit foreign currencies running into millions of dollars and euros.

The anti-graft agency disclosed that fake foreign notes valued at $3.43 million and €280,000 were recovered from a five-man syndicate accused of defrauding a victim, identified as Halima Sanni, of ₦26.55 million.

According to findings, the suspects—Akingbola Omotayo, Adeola Funsho Ogunrinde, Yahaya Amodu, Kubratu Babalola Olaitan, and Familola Sunday Olaitan—were apprehended on December 7 and 8, 2025, during coordinated raids on their alleged shrines located in Osun and Lagos States. The arrests followed weeks of intelligence gathering and surveillance by EFCC operatives.

Investigators revealed that the group allegedly posed as spiritual healers and herbalists, luring unsuspecting victims with claims of supernatural solutions to health challenges, financial struggles, and personal problems. As part of their scheme, the suspects reportedly convinced victims that they possessed the mystical ability to produce large sums of money, which they claimed needed to undergo “spiritual cleansing” by a genie before it could be spent.

Victims were allegedly hypnotised and persuaded to part with huge sums of money to fund supposed ritual sacrifices required to activate the fake currency.

In addition to the counterfeit notes, EFCC operatives also seized two luxury vehicles and several mobile phones believed to have been used in carrying out the fraudulent operations.

The commission confirmed that the suspects will be arraigned in court once investigations are concluded, assuring the public of its continued commitment to combating financial crimes and protecting citizens from fraudulent schemes.

Edun Contradicts Tinubu, Says FG Missed 2025 Revenue Target By ₦30 Trillion

The Minister of Finance and Coordinating Minister of the Economy, Wale Edun, has challenged President Bola Tinubu’s claim that Nigeria had met its 2025 revenue target ahead of schedule, revealing that the Federal Government has actually collected only ₦10.7 trillion of the projected ₦40.8 trillion for the year.

President Tinubu had earlier declared that his administration reached its revenue goal by August, asserting that the country no longer needed to borrow to fund the budget.

Speaking in September at the Presidential Villa during a visit by stakeholders of the Buhari Organisation, Tinubu hailed the government’s aggressive non-oil revenue initiatives as the key driver behind this achievement.

“Today I can stand here before you to brag: Nigeria is not borrowing. We have met our revenue target for the year and we met it in August,” the President had said.

However, Minister Edun painted a very different picture on Tuesday during a briefing with the House of Representatives Committees on Finance and National Planning. The meeting was convened to discuss the 2026–2028 Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP), recently transmitted to the House by the President for legislative approval.

According to Edun, the government had initially projected ₦40.8 trillion in revenue to fund the ₦54.9 trillion 2025 “budget of restoration,” designed to stabilize the economy, promote peace, and rebuild prosperity.

“Current projections indicate that federal revenues for the full year are likely to end at around ₦10.7 trillion, far below the ₦40.8 trillion target,” the minister said, describing a significant gap in expected income.

The shortfall, he explained, stems largely from weak oil and gas earnings, including lower-than-expected Petroleum Profit Tax and Company Income Tax collections. Several non-oil revenue sources also underperformed, putting additional pressure on government finances.

To bridge the gap, Edun revealed that the Federal Government had borrowed approximately ₦14.1 trillion during the year — a move that appears to contradict earlier claims of reduced reliance on borrowing.

Five Soldiers Killed in Suicide Bomb Attack in Borno’s Pulka

At least five Nigerian soldiers were killed on Sunday after a suspected suicide bomber carried out an early-morning attack in Pulka, a community near Gwoza Local Government Area of Borno State.

The explosion reportedly occurred at a military checkpoint, according to security sources and local reports. As of the time of this report, the Nigerian Army has not released an official statement on the incident.

A security source with knowledge of the attack said the assailant managed to bypass security measures and gain access to the checkpoint area undetected. The attacker was believed to have hidden overnight behind sandbag fortifications before striking at dawn.

According to the source, the suspect infiltrated the area under the cover of darkness from the Mandara Mountain axis and remained concealed until soldiers deployed to man the checkpoint in the morning.

“He came down from the Mandara Mountains and spent the night hiding near the sandbags at the military position,” the source explained. “When the soldiers arrived at daybreak, he approached them and detonated the explosive device strapped to his body, killing five soldiers instantly along with himself.”

Further information suggests the bomber originated from the Mandara Hills, a mountainous region along the Nigeria–Cameroon border that has previously served as a refuge and transit corridor for insurgent elements.

Cessna Aircraft Makes Emergency Landing, Somersaults at Owerri Airport

Panic briefly swept through Sam Mbakwe International Cargo Airport in Owerri on Tuesday night after a light aircraft made an emergency landing and overturned on the runway.

The incident involved a Cessna 172 aircraft operated by Skypower Express, which was carrying four occupants at the time. All those on board survived the crash-landing and were immediately taken to a nearby hospital for medical attention. No fatalities were recorded.

Confirming the incident, the Nigerian Safety Investigation Bureau (NSIB) said the aircraft had been en route from Kaduna International Airport to Port Harcourt when the crew encountered a technical issue mid-flight. The pilots subsequently declared an emergency and diverted to Owerri as a precautionary measure.

According to the bureau, the aircraft, registered as 5N-ASR, ran into difficulties while approaching Runway 17 at about 8:00 p.m., where it made a hard landing and somersaulted on the runway.

Airport emergency services were promptly deployed, swiftly cordoning off the area and securing the aircraft. Authorities confirmed that there was no outbreak of fire following the crash, and airport activities were not disrupted, as the runway remained operational throughout the response.

Efforts are ongoing to remove the damaged aircraft from the runway for detailed technical assessment.

Meanwhile, NSIB Director-General, Captain Alex Badeh Jr., disclosed that a full-scale investigation has been launched to determine the cause of the incident. He noted that investigators are working alongside relevant aviation agencies to protect the crash site and preserve vital evidence.
